Duties & Responsibilities

  1. Spearheading the development, implementation and review of procurement policies, strategies, regulations and procedures;
  2. Coordinating purchasing, and control of materials;
  3. Overseeing the planning, organizing and coordinating Supply Chain Management Functions;
  4. Ensuring interpretation of existing procurement policies, regulations and procedures;
  5. Spearheading the preparation and implementation of the Procurement manual and templates;
  6. Coordinating internal auditing and evaluation of supply chain management processes;
  7. Coordinating periodic valuation of the Organization’s assets;
  8. Initiating the process of disposal of unserviceable, obsolete and surplus stores and equipment;
  9. Monitoring suppliers’ performance to assess ability to meet quality and delivery requirements;
  10. Ensuring periodic market research and surveys of goods and services are conducted;
  11. Negotiating major procurement contracts;
  12. Overseeing implementation and effective use of e-Procurement system;
  13. Coordinating preparation and consolidating Procurement budgets and plans;
  14. Ensuring compliance with all regulatory requirements and ethical standards relating to Procurement of goods, services and works;
  15. Ensuring timely Procurement of goods, services and works;
  16. Preparing and consolidating Procurement budgets and plans;
  17. Overseeing safe custody of procured goods;
  18. Overseeing periodic stock taking and stock audit;
  19. Liaising with suppliers to ensure that all queries are dealt with; and
  20. Providing Secretariat services to Procurement, Disposal and Tender Committees.

Required Qualifications and Competencies

For appointment to this grade, one MUST have:
  1. Master’s degree in any of the following disciplines: - Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Chain Management, Procurement, Commerce (Supplies Management Option), Business Administration (Supplies Management option) or equivalent qualification from a recognized and accredited institution;
  2. Bachelor’s degree in any of the following disciplines: - Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Chain Management, Procurement, Commerce (Supplies Management Option), Business Administration (Supplies Management option) or equivalent qualification from a recognized and accredited institution;
  3. Twelve (12) years relevant work experience three (3) of which must have been as procurement officer grade 12 or equivalent.
  4. Demonstrated a clear understanding of government development policies, goals and objectives and ability to integrate them in supply chain management functions.
  5. Attended a management course(s) lasting not less than 4 weeks.
  6. Must be a registered member of Kenya Institute of Supplies Management.
  7. Must have a valid Supplies Practitioners License.
  8. Knowledge of Public Procurement and Assets Disposal Act 2015.
  9. Proficiency in computer applications with detailed understanding of Enterprise Resource Planning (ERP).

  2. Applicants with degrees from foreign Universities MUST attach letter(s) of recognition from the Commission for University Education (CUE) as part of the application document.
  3. Only shortlisted candidates shall be contacted and shall be required to ask three (3) of their referees to share references directly to the University using a system mechanism that shall be provided.
  4. Compliance with Chapter Six of the Constitution of Kenya will be upheld and any form of canvassing will lead to automatic disqualification.
