PROSPER PROJECT SEEKS INDEPENDENT EXTERNAL EVALUATOR TO ASSESS PROJECT IMPLEMENTATION

The PROSPER Project is recruiting an independent external evaluator to review the quality of its management and implementation. The project already runs an internal monitoring and quality assurance system, set out in its Quality and Risk Management Plan, and the external evaluation will complement that system with an outside view.

PROSPER (Promoting Opportunities and Strengthening Partnerships for Enhanced Internationalisation between Europe and Kenya), Grant Agreement no. 101179465, is an Erasmus+ Capacity Building in Higher Education project. It started on 1 February 2025 and runs for 36 months, until 31 January 2028, with the general objective of increasing and enhancing the international presence within the Kenyan higher education landscape.

The consortium is coordinated by Paris 1 Panthéon-Sorbonne University (France), with Europa Universität Viadrina (Germany), the University of Eldoret (Kenya), the Open University of Kenya and TCC Africa (Kenya) as partners. The African Network for Internationalization of Education (ANIE) and Freie Universität Berlin take part as associated partners.

Scope of the evaluation

The external evaluation is an independent review of how the project is managed and implemented. It will cover the quality of project governance, coordination and management; the handling of risks and difficulties met during implementation; the performance of the partnership and cooperation between European and Kenyan partners; and progress towards the project objectives and the sustainability of its results.

The internal evaluation of the capacity-building activities themselves is carried out under Work Package 5. The external evaluator will draw on the WP5 outputs while focusing on management and implementation, producing a single report setting out strengths, weaknesses and priority recommendations for the final year of the project and for the sustainability of its results afterwards.

Tasks and deliverables

The evaluator will design a short evaluation framework, review project documents and monitoring data, gather the views of partners through interviews or written exchanges, and cooperate with the project's internal quality and evaluation teams while keeping full independence of judgement.

Two deliverables are expected: an Evaluation Framework Note (maximum 5 pages) within one month of the start of the assignment, and the External Quality Assessment Report, to be submitted by mid-February 2027, assessing the quality of project management and implementation at the end of the project's second year.

Duration and remuneration

The assignment is expected to start mid-October to early November 2026 and end with acceptance of the External Quality Assessment Report by mid-February 2027. The maximum budget available is EUR 4,000 (approximately KSh 600,000), covering all fees and costs, paid 40% on acceptance of the evaluation framework note and 60% on acceptance of the final report.

How to apply

Candidates should have a higher education qualification, experience evaluating Erasmus+ Capacity Building in Higher Education projects or comparable internationally funded higher education projects, a strong understanding of higher education management and international academic cooperation, and excellent command of English. Applicants must be free of any conflict of interest with members of the PROSPER consortium.
